The Carnegie structure is now privately owned. See here:

I suppose my point was that the lead in is confusing. It says "The Escanaba Public Library is a Carnegie...", except no one would ever say that anymore, the Escanaba Public Library is the thing in city hall and the building described in the article might be called the old Carnegie Library by the older peoples.
