[edit]So what's a catalecticant? /the article does not succeed in actually defining its example.
1) The article does not define what it means to be a "sum of powers of linear forms". What is the degree of the power? 2n? What are the permitted variables of the linear form, or is it forms, in one monomial? The language is old-fashioned, literary-sounding, and unclear. Use formulas, please.
2) What is the relation of a,b,c,... etc to the coefficients of the polynomial or perhaps the form?
