Where is Hubert Work?

This article first states that Burke served as CIA to 1929 and later that Hubert Work replaced him in 1923.

The list of Commissioners and Ass't Sec'ies in the article on the BIA also says that Burke stayed in office until 1929.

Arrell Gibson, in his scholarly work "The American Indian," does say that Work succeeded Burke, though he does not say when.

Perhaps those closer to the subject matter can clear this up.
