Contested speedy deletion

Even a cursory search indicates that the subject is a notable development in the city. The article needs a change of tone and some reliable references rather than deletion. Since the tag says "If this article does not meet the criteria for speedy deletion, or you intend to fix it, please remove this notice" I will remove the tag and see what I can do to improve the article.
