Kryvyi Rih

In the article for Kryvyi Rih, it is mentioned that a civil-military administration was created for the community on Feb 27, 2022. However, the link to this is dead. Why was one introduced for Kryvyi Rih? And then just more generally, we need a "Background" section in this article to better described WHY this legislation was proposed and approved. Is it that the government was wary of particular mayors and councillors in certain areas carrying out the law of the country like it was supposed to? That some mayors are viewed as not being amendable to the goals of the central government during a time or war/crisis? There is no explanation or reason given in the article why the regular council of that community/raion/oblast could not be expected to carry out the task that a civil-military administration is tasked with carrying out.

It strikes me as obvious why a civil-military administration was implemented in places like Donestk and Luhasnk, with their administrative centers occupied and not under government control. It is much less clear to me why one has been implemeneted for Kryvyi Rih City, which has not been occupied nor captured, and which had an acting mayor and city council to continue to oversee its administration. --Criticalthinker (talk) 08:12, 16 May 2022 (UTC)
