"The Barclay clan always maintained trade links with Scandinavia and the Baltic states through their coastal lands. In 1621 John and Peter Barclay, merchants of Banff, wished to settle in Rostock in Livonia." This must be misunderstanding. Rostock is town in northern Germany. Livonia is a historical name of present day Estonia and Latvia. Fixed.

Yes, the name Barclay de Tolly made russian people think, that he is a german. And since it was a time, when Russia was in war with Napoleon, russian people thought, that he is a traitor. The "trigger" of this thought was, that he has commanded russian troops to retreat without any real fight. Fightless retreat + the german name made him in the russian peoples minds become a traitor. In the best case - a coward.
