As of this edit it's my opinion that this article doesn't establish notability. Based on my knowledge of the book and Netflix series I am skeptical that Jensen can be made notable. I believe the redirect to the characters list is better as most of the good content on this page is a summary of plot, relates to Dylan Minnette or is about the production/making of Thirteen Reasons Why.
