Considering Zevenaar (1487) as a town in the Zutphen County is incorrect. Zevenaar was a town/city in the Duchy of Cleves, later (in 1614 due the Treaty of Xanten) in the Margraviate of Brandenburg, in 1666 Brandenburg-Prussia and finally (from 1701 until 1816) Zevenaar was a small city in the Kingdom of Prussia. Zevenaar received its town privileges (city rights) in 1487 from John II, Duke of Cleves. Due the results of the Congress of Vienna (September 1814 - June 1815) Prussia ceded its former Cleves Enclaves (including Zevenaar) to the Netherlands in 1816.
