Does concrete cure faster in hot or cold temperatures?

I think this is too much of a generalization? Is it true of all paints or only oil-based (say your oily outdoor gloss) paints? With water-based paints, such as emulsions, I believe it's a two-stage process involving a degree of actual drying (evaporation) followed by coming together (coalescence) of the binder particles, and there is no actual cross-linking? The paint does, literally, dry? There is a good Dulux document I found called "Drying and hardening of water based paints" that elaborates [see https://www.dulux.com.au/applicator/technical-advice/application/drying-and-hardening-of-water-based-paints/]. I am a chemist but this is not my area, so I would appreciate a second pair of eyes and brain cells.
