I don't quite agree with that statement. Phoenix landed in the Vastitas Borealis. The Diacria quadrangle is huge, covering a physiographically diverse region. Maybe you should rephase that to say the landscape viewed by the Phoenix lander is probably representative of a large portion of the Vastitas Borealis in the northern Diacria quadrangle.
