When in DBZ Universe is this movie to have taken place?

No, it's impossible no matter which way you slice it. It couldn't before they went to Namek, because Piccolo and Shenron are in the movie, and Piccolo and Kami both were killed by the Saiyans, so that meant Shenron was dead as well. It couldn't be a little before or after the Saiyan's arrival, since Goku was still dead at the time. It couldn't be before Raditz arrived, because Gohan didn't have that hair or clothes style (not to mention Goku wasn't nearly that strong). So it couldn't have taken place at any time, just a fun movie with no consistency with the manga or anime.

Don't go mad at me when I say this, but...the Ginyu Saga. Yeah, I know, it seems impossible, because Goku, Krillin and Gohan were on Namek at the time, but just look at how strong Goku and the others were. I can't explain why Piccolo & Shenron were there, seeing as Piccolo should be dead, but Goku reached an amount of strength close to a Super Saiyan. What else? The Inconsistencies section in this and all the other movies is terribly worded, and is unnecessarily long and convoluted, with phrases like "well if you think about this, maybe this could have happened, but only if you ignore this." It also starts with the words, "Another tough one to fit into the Dragon Ball Z timeline." This implies that its possible to fit it in the timeline (which its not) and it assumes you've been reading the other articles in order. Basically, no movies fit into the timeline of the DBZ series. However, they seem to have traits of certain sagas, like they're in an alternate timeline, but run alongside the saga that's currently going. The only ones that fit into the timeline are Dead Zone, Cooler's Revenge, Bojack Unbound, Broly: Second Coming and Wrath Of The Dragon. How about this:

Dead Zone - before the battle with Raditz

World's Strongest - runs alongside Saiyan Saga

Tree Of Might - runs alongside Namek Saga (alongside, not part of the saga)

Lord Slug - runs alongside Ginyu Saga

Cooler's Revenge - in the three years training for the Androids

Return Of Cooler - runs alongside Android Saga

Super Android 13 - runs alongside Android Saga

Broly The Legendary Super Saiyan - runs alongside Cell Games' 10-day waiting period

Bojack Unbound - fits perfectly after the destruction of Cell

Broly: Second Coming - before the World Tournament begins

Bio-Broly - runs alongside Babidi Saga

Fusion Reborn - runs alongside Majin Buu Saga or beginning of Fusion Saga

Wrath Of The Dragon - after the destruction of Kid Buu
