These are not proper names; the official Census Bureau division (not region) names do not include "states". But East North Central alone is probably not precise enough. See the opposite proposal for consistency with these over-capitalizations at Talk:Mid-Atlantic states#Requested move 23 December 2017. Dicklyon (talk) 19:19, 8 January 2018 (UTC)[reply]
