It is not possible for this man to have graduated from the United States Military Academy in 2000, as it is a solely undergraduate institution, which does not accept any students over 23 years of age at the time of entry.

Agreed on the United States Military Academy (West Point) comment above. West Point is an undergraduate institution that does not accept students over 23 years of age. Further, while West Point does train a small number of foreign officers from allied countries, it does not train senior officers. It might be possible that he graduated from some senior level U.S. military school or degree granting institution such as the U.S. Army or Naval War Colleges. I will leave this comment up for a few days, then, if there are no objections, delete the un-sourced part of the article related to the United States Military Academy.
