There are many, many issues with this article:

First and foremost, there is a lack of even a single inline citation.

Second, the only reference included (entitled Next Generation of CM/ECF subtitled Additional Functional Requirements Group Final Report dated February 27, 2012 and published by the Administrative Office of the U.S. Courts) has nothing to do with this page about "ECFS" (which seems to me like a criminal justice information technology project exclusive to Tarrant County, Texas with a very generic name)

Third, there is the confusion: I came to the page looking for CM/ECF, which is the electronic court filing (ECF) project for U.S. Federal courts, along with PACER, which is the public access to these case files, and CM/ECF has nothing to do with the State court systems in the U.S.

Fourth: notoriety and relevance. The criminal justice IT system / electronic court filing system that one county in the U.S. uses (out of 3,143 total U.S. counties!) is not worth an entire article in an encyclopedia.

Fifth: This is an encyclopedia and not a list. Please give me consensus to remove the list of Project contributors starting with "Honorable Tim Curry, Tarrant County Criminal District Attorney, Alan Levy, Tarrant County Assistant Criminal District Attorney, David Montague, Tarrant County Assistant Criminal District Attorney..." and ending with "...Storm's Edge Technologies: Dan Fitzgerald, President Storm's Edge Technologies, chief software designer and website designer for TCCDLA" This list serves no legitimate encyclopedic purpose. It belongs in corporate directory instead!

Finally: This whole article reads like an advertisement. A rewrite would be appropriate if it's not a candidate for deletion.

Do I have consensus to delete this entire article? Or should I attempt to repair (the first step would be to delete the useless list of "Project contributors")? Any other suggestions?
