Qualcomm /Apple spat ("sigh - another one..") about ET patent violation (as of 2018)?

I just saw this article (Apple to stop selling iPhone 7 and 8 in Germany as Qualcomm secures another sales ban (December 20, 2018)) that Qualcomm claims/claimed that Intel violated a patent they had on ET, and manged to get Apple to stop selling phones in Germany. I don't know the details, or if it's still ongoing - is Qualcomm claiming that Intel stole their own implementation details, or that they somehow have a patent on the *concept*? (I thought that was supposed to be impossible and only actual inventions/implementations could be patented. But then IP law is complicated and/or broken..)
