The most diasporic nation. In addition, one third of Eritreans live abroad

"The Eritrean diaspora comprises about half of population living in the country, becoming the most diasporic nation. In addition, one third of Eritreans live abroad." If they are in diaspora then they do not live in the country. Do we mean, "who could be living in the country"? Or who were born in the country and are recent emigrants from the country? A diaspora can be multi-generational and include people who have never lived in a country. And how are the "the one third of Eritreans living abroad" not part of the diaspora?
