Any second or consequetive seconds?

I have a question. Are errored seconds taken to be any second or is the up-time slot divided up into consequetive second bands before the estimate? That is to say, if it is any second, then the seconds could overlap, allowing potentially more errored seconds than up time.
Any ideas on this?
