What is '-65 weather'?

I assume this is a lazy way of saying 'temperatures of 65 degrees below zero', but it doesn't even specify Fahrenheit or Celsius, or even that it refers to the temperature. What is '-65 weather' going to mean to Europeans and other people (most people) who don't use the F thermometer?
