Update necessary[edit]

This article does not shows neutral point of view. Does not clear if the alleged cheatings were committed or not. Several OLAF reports are available and should be referenced. It does not true there were no investigations, OLAF set up a special Eurostat team in 2000 (2.2.1.The “Eurostat” team.
