Perhaps I am mistaken, but isn't the Spanish flag next to the country name "Guatemala" (which has its own listing next to the correct flag in the correct alphabetical order as well), and the French flag next to the country name "Monaco" (which is also out of order alphabetically)?

Re country lists, I'm not going to be able to answer, but having spent a fair while rummaging around I'm going to "show my workings" to spare others and not alter the 104 here. I compared the lists (a bit tedious and subject to me matching correctly) they differ in the Spanish list having Chille, Palau, Palestine and Tonga.
The big difficulty comes with the citations on both sites which shed no real light: the sole English citation is dead; and of the 3 Spanish ones, 2 are dead and the third doesn't list countries and I can't see a count (but Spanish not my strong suit). Best hope for resolution is digging out paper records, and if I suceed will come back
Re non-participation. One this point, I'm not sure what you're asking? Do you mean didn't want to participate at this expo? or in general? Bob Dylan & additional American artists
