The only reason I can see not to start extension numbers with 0 is that you may have configured your PBX to use the number for something else (for instance, '0' as the switchboard or the front desk on a hotel system). As long as the same number or prefix isn't assigned to two conflicting or contradictory destinations, the owner of the PBX is free to number at will as this is a private system.
