It really is a disambiguation page.
[edit]I converted this page to a disambiguation awhile back and was eventually reverted back to {{surname}}. However, the {{surname}} documentation states that a page like this with a list of people should be a disambiguation page.
Why bother? Mostly because we have a large number of incoming links, most of which need to be disambiguated. Making this a disambiguation page notifies the crazy editors who love to do this work. -Arch dude (talk) 19:47, 12 March 2018 (UTC)
