"Other than this the quality of education was generally poor."

What does this sentence mean? Does it refer to the education of the general population in the UK or are we still talking about factory children? Does this mean that suddenly, factory children received good education (at least those in British Schools and National Schools) while the rest of the British population remained poorly educated?
