I tried to break the somewhat unwieldy history into more manageable sections, did a little wikification, added some external links, the unsourced tag. Article still needs citations, etc. And it still reads very much like a brochure for the event. Notability isn't an issue, I found it referenced enough on various web pages, but I think there might be some POV issues with it. The text may be WP:PLAGIARISM from official sources (even if it is not a perfect match after 2007 tweaks by User:Douglasmtaylor).
The one-paragraph Medallion section was copied from the annual program (first paragraph, identical in 2009 and 2010, and I infer 2007). We now have two sentences by me and two sentences direct quotation, attributed.
P.S. The annual program may be a useful source about the Medallion recipient. See pages 2–3 of 2009 Program on Judy Blume, 2010 Program on David Wiesner.
