this title is general, not just India
Although this institute has a long history and English as its native tongue, most forested countries have a national forest research institute, so I think this is a general term.
Thus this article should deal and describe these institutes in general and each national, private or commerial research institute should have a separate title under a category of research institutes and forest research institutes.

Agree with the first comment, and suggest that this article be renamed Forest Research Institute (India). To add to the confusion, Forest research currently directs to a UK govt organization.
