FJA history[edit]

From what I've read, FJA was developed first by the DOL in 1932 and later refined by Sidney A. Fine in 1955. I've been unable to find any credible references though. Most of the sources that claim Fine created FJA appear to be student essays, except for a paper coauthored by Fine.
