Born and raised in Babayurt District Dagestana[1].

He worked at the plant " Dagdiesel" milling operatorom. From 1969, he engaged in social and political work: in the period from 1969 to 1980, he held the party positions of secretary of the Caspian city committee VLKSM, deputy head of the department of the Dagestan regional committee VLKSM, secretary of the Komsomol committee of the plant "[ [Dagdiesel (factory) | Dagdiesel]]”. In 1980, Shpigun received the position of instructor of the department, deputy head of the department of organizational and party work Dagestan Regional Committee of the CPSU[2].

In 1984, he entered the service of the Ministry of Internal Affairs of the USSR, served as deputy head of the Correctional Labor Institutions, then became deputy head of the political department, head of the personnel department, deputy minister, head of the personnel service Ministry of Internal Affairs of Dagestan[2].

Participated in First Chechen War[3], was the head of all pre-trial detention centers in Chechnya[2]. Dzhokhar Dudayev in 1996 included Gennady Shpigun in the "list of those responsible for the Chechen tragedy"[4]. Buckshot06 (talk) 11:30, 21 December 2022 (UTC)[reply]
