Semi-arid climate?

I am aware that Denver's climate qualifies as a steppe climate, but 400 mm of rain a year tells me otherwise. Denver receives enough precipitation to qualify for Koppen's Dfb classification (humid continental climate). Does Denver have a high evapotranspiration rate? Tucson receives plenty of rain, but still has a desert climate since the water evaporates quickly.
