Preface. Petitioner's story by the language of petitioner

This is from 1998. The petitioner's story starts from those days when the Federal Ombudsman of Pakistan Islamabad was Abdul Shakur Salam and this was in those days when the name of Higher Education Commission was University Grants Commission and the chairman of this institution was Usman Ali Isani and the secretary was Dr. Muhammad Latif Work. In those days, the registrar of Punjab University Lahore was Mohammad Saaduddin and the governor of Punjab was Khalid Maqbool Sahib.Within a few days, the office of the provincial ombudsman of Punjab was established in Lahore and Mian Manzoor Hussain Sial went to become the chief ombudsman of Punjab.On the retirement of Mian Manzoor Hussain Sial after three years, Sajjad Ahmed Sahib Sipra was appointed as Provincial Ombudsman of Punjab. At that time our Prime Minister was Mian Muhammad Nawaz Sharif and the President of the State was Rafiq Ahmed Sahib Tarar. In those days I had two small cases. I approached each authority with these two cases, but no one took action on the petitioner. Everyone has proved that the law is a spider's web. Also, each proved that the law applies to the poor when he makes a mistake, not for poor,s remedy. The above-mentioned authorities threw me on the heap of garbage, thinking that the stone which the builder had rejected was the same stone. Every authority said that this case was not in his jurisdiction. Even this house caught fire from the lamp of this house that the people of my own area also started opposing me. But God Almighty listens to the prayers of his servants and accept them too answers them too.
