Appropriate external links[edit]

The following websites were deleted from the "external links" section with the edit summary "per WP:ELMINOFFICIAL and WP:LINKFARM":

User:7&6=thirteen reverted the edit and restored these links with the edit summary "relevant and helpful WP:Not paper".

My concern is that WP:ELMINOFFICIAL and WP:LINKFARM discourage these sorts of links, while WP:Not paper does not focus specifically on external links, and also states, "this policy is not a free pass for inclusion: articles must abide by the appropriate content policies, particularly those covered in the five pillars".
