Untitled[edit]

Some of the things in the earlier version (i.e. about the kuleana act) seemed to be outright wrong, and indeed conflicting with the reference given for it. However, if someone has a reference feel free to put it back. Something about the relative proportions that went to the crown, government, and chiefs would be good; there was a remark about it but it wasn't referenced and didn't seem to fit in, so I removed it.
