The most important thing to work on is sourcing. Where did you get this information from? Look for other sources (academic journals, books, newspaper articles) which say something about Guanqian Street. They may have more information which you can use to expand the article. I have added a references section; if you need technical help adding references to the article wikipedia, just ask.
The English style could be improved a little. Would you like me to fix that, or will you do it yourself? Remember that there should always be a space after a full stop or a comma.
You can wikilink words in the article, to connect them to other wikipedia articles. This is very helpful for readers. For an example of how to wikilink, look at this.
For an example of another street, look at Nanjing Road (Shanghai). Does that article give you any ideas? Maybe Guanqian Street could be expanded with a section about history, or businesses, or culture, or transport. Maybe it could have a photo or a map. What do you think?
