Enemy combatants

The article says, "At the time, Secretary of Defense Donald Rumsfeld said the detention camp was established to detain extraordinarily dangerous people, to interrogate detainees in an optimal setting, and to prosecute detainees for war crimes. In practice, the site has long been used for enemy combatants." Any thought on what the second sentence is trying to convey? Rumself might be describing people which might be called "enemy combatants" in a general, non-legal sense, which would call into question the structure of the sentence as expression a contrary view. In a narrow law-of-war sense, and "enemy combatant" is a member of an enemy nation's armed forces with belligerent privilege who must be given POW status under the Geneva Conventions. The original author might have been thinking of "unlawful combatant," a controversial term abandoned by the Obama Administration. Not sure how to edit this sentence to keep the intended meaning.
