  • Oppose. There is no article about any other Hải Ninh, so there is no ambiguity. WP:CONCISE, WP:VIETPLACE "Where possible, articles on cities (thành phố) and towns (thị xã) use [[Placename]]". 94.21.238.148 (talk) 08:09, 2 March 2020 (UTC)[reply]
  • Move: Articles about other Hải Ninh's locales haven't been created yet, and that doesn't mean they don't exist. The article Tĩnh Gia District does mention another Hải Ninh commune. Most of all, disambiguation pages do not always have to have all links blue 153.18.172.78 (talk) 20:32, 4 March 2020 (UTC)[reply]
They have to have exactly one blue link for each entry: WP:DABBLUE. So it could have an entry "Hải Ninh, Tĩnh Gia, a commune in Tĩnh Gia District". for example.   • Move: There is a former province in Vietnam called Hải Ninh Province, which is now part of Quảng Ninh Province. Moreover, the city of Móng Cái was also called "Hải Ninh District" before gaining its current city status, due to being the former capital of Hải Ninh Province.
