Are we saying that this Henry Bingham is the same as the author of the Bingham Ordinance? This one was a U.S. Representative from Pennsylvania at the time the ordinance was passed, and the SF supervisor by that name was a stevedore. See http://cdnc.ucr.edu/cgi-bin/cdnc?a=d&d=SFC18970803.2.89.
