John Downes' statement about Lowin and Shakespeare is clearly appropriate for a work of reference, since it appears in a number of such reference works, including the one used here as a source, Halliday's Shakespeare Companion. As long as it's presented as what it is — a report from a specific source, not a fact, but not a subjective POV statement either — it's acceptable. Much of the material we possess on Shakespeare and his contemporaries, as well as historical figures of previous eras, consists of such reported information.
