It is my understanding that an "oak leaf cluster" is not given "in lieu of a second award" rather the oak leaf cluster designates a second award by placement on the ribbon or medal suspension ribbon. The second medal is actually given (by regulation). Thus the sentence indicating the second awarded DSC was not given is probably inaccurate.
