Daniel the daddy

Does anyone know if the story that the reporter told to Daniel to convince him to hand over the tape, the one about the soldier taking the photo of the man being shot, is this a true story, did this actually happen?

Image:Heroes part 1 (Stargate SG-1).jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use.
