The article doesn't actually give any information about what a YOI is, and the linked article ("see Young Offender's Institution") is a redirect back to this list of YOI's. I don't mind trying to start a descriptive article, but please yell if someone knows that this information is already here somewhere under a different title and I'm just being too ignorant to see it.
