caste segregation in earlier meetings

I have heard that the people who attended Congress party meetings before 1920 or so used to be segregated on caste. The low class people had to eat at different place than the caste Hindus. Is there any truth in saying so? The following passage vaguely suggests something like that could have existed.

All former practices distinguishing Congressmen on basis of caste, ethnicity, religion and sex were eliminated - all-India unity was stressed.
