Undiscussed split[edit]

Please discuss splitting off sections of articles before splitting them - the Hitachi factory information was in it's correct historical context in the Intercity Express Programme article.

A separate article may well be a good idea - but simply cut and pasting information from another article, diminishing the historical overview of that article, without adding any further information is not a good basis for a new article.

If a new article is to be made please actually add some new information for it.

Also if the article is recreated - please do not simply remove content from he IEP article - the description section should be left intact with a template:main link added.
