Jan 2022 updates

Updating this in chunks. The second paragraph of the opener still needs to be updated to be specific to Manipur as right now all citations reference the Armed Forces Special Powers Act generally and mostly reference Kashmir. Many of the earlier statements cited southasiaanalysis.org which is now defunct. Have yet to review the last two sections. Nben7070 (talk) 12:05, 3 January 2022 (UTC)[reply]
