I hate to have to say this, but this article on Ibrahim has nothing that was not already in the article for Tinariwen, and most of this one was probably cut-and-pasted from there. He would qualify for an individual article if he has received notice for any activities outside the band, and as someone knowledgeable on the band I do not think such things have happened. Under usual Wikipedia procedures this should probably be redirected to Tinariwen as an unnecessary repeat of information.
