Contested deletion

This article should not be speedily deleted for lack of asserted importance because my internet connection was unexpectedly severed and the only chance to preserve my unfinished copy was to leave this article undone.My apologies! But now, from another computer I was able to finish it and provide external links about importance of this scientific figure for development of Russian and International TB Control in XX century.
