[edit]I've marked this as failed because the given source says USD 10 million and is not clear that the description "to improve its infrastructure" is appropriate. It might be relevant that the source was accessed 2009-01-19 and the archive I checked was from 2009-02-26, but I doubt it.TuxLibNit (talk) 01:57, 26 July 2014 (UTC)
