Exact quoting of rules[edit]

I thought about whether to paraphrase or quote the rules exactly - maybe I'm wrong, but WP:NFCCP may apply - there is no commercial angle as the rules are published by a humanitarian organisation, the limited summary of the rules is used by this BBC article so previous publication might apply, the use is minimal (the parts quoted appear as headings in the original blog). Could someone please advise whether this interpretation is correct? Autarch (talk) 18:46, 15 October 2023 (UTC)[reply]

You might want to try to identify who is the original copyright owner and ask them, because the ICRC have only republished the same article originally published by EJIL:Talk! - Blog of the European Journal of International Law. According to the ICRC website, copyright of republished documents rests with the original publisher, not the ICRC. - Cameron Dewe (talk) 10:34, 16 October 2023 (UTC)[reply]
