The Days of the Year FAQ states that users can submit their own holidays. The source cited even says it was created by a smoker's forum. Probably comparable to something like Fandom. The other source looks like a company blog, once again attributing it to a forum. I've tracked down a local newspaper article from 2010 explicitly mentioning the holiday, but that's it.
