Stevenson Plan

The natural rubber saga is the basis for discussion of free-trade vs. monopolies. The Stevenson Plan was implemented in the 1920s to stabilize rubber prices. However, it was abandoned in the late 20s because of all the problems associated with cartels. Then the Great Depression hit and the need for a cartel to protect producers was revisited, resulting in the International Rubber Regulation Agreement.
