Ten investigations etc

The table of contents enumerates the ten investigations, and they are all discussed and referenced in the article. The Politifact article counts only the eight congressional investigations and doesn't count the ARB and FBI investigations. This is not OR. It's arithmetic.

The lede refers to "scandal, cover-up and lying," which were rampant accusations, but which none of the investigations found, despite Fox News telling its viewers for 2+ years that Obama, Clinton and Rice were engaged in a massive scandal. It was known by 2014 there was no scandal, and Republicans knew their five investigations came up empty, so they launched a sixth investigation to smear Clinton going into the campaign, but they still came up with nothing and she was cleared. It was an elaborate hoax to smear political adversaries, the matter has been closed for years, this is long-standing content, and some folks really need to accept they got duped by Fox News et al. and move on.
