Performed a copy edit. Added an infobox. Added several references. However, I had to punt on the History section, because I came to realize that it's a direct cut-and-paste from the European Union of the Deaf member page for the IDS. I'm not sure that this is a copyright violation, but it could be. A subject-matter expert should rewrite this section in encyclopedic format. Vision statement: appropriate?

You haven't said what you think is wrong with the coordinates in the article, but I've emended them to indicate what I believe to be the correct location.
